The issue occurs because the game failed to load a mandatory shader file.
This might happen because your game installation has a broken file. Please Verify Game Data Integrity, or if using a different platform, try uninstalling and reinstalling the game. If that solves it for you, please let us know!
One way that this can happen is if mods are installed, which either reference a non-existent shader file or remove a mandatory one.
